Snow in Corsica (March 07)
A lot of snow fell in Corsica last week and still lay in the mountains of Corsican interior. According to Meteo France the snow starts from 1200 m on the northern slopes and from 900 m on the southern ones of Haute-Corse (Northern Corsica — Monte Cinto and Monte Rotondo massif). There are 35-50 cm of snow in 1500 metres and up to 120 cm in the northern slopes above 2000 m. In Corse Du Sud (Southern Corsica — Monte Renoso) the snow starts in a little higher elevation between 1000-1500 m.

Dalam Kamus Besar Bahasa Indonesia impor dapat diartikan sebagai pemasukanbarang dan sebagainya dari luar negeri.21 Pengertian yang hampir sama juga terdapatdalam Kamus Umum Bahasa Indonesia bahwa impor dimaknai sebagai hal terkaitdengan pemasukan barang dagangan dari negeri asing.22 Sedangkan dalam Black’sLaw Dictionary dikatakan bahwa import is a product brought into a country from aforeign country where it originated.
Pengertian impor sebagaimana dikemukakan di atas merupakan pengertiansecara terminologis. Dari pengertian tersebut, selanjutnya mendapat pengertian yanglebih luas sebagaimana dikemukakan oleh Djauhari Ahsjar dimana pengertian imporadalah memasukan barang dari luar negeri kedalam wilayah pabean Indonesia denganmemenuhi ketentuan yang berlaku.24 Selanjutnya, Hamdani juga mengartikan imporsebagai membeli barang dari luar negeri ke dalam peredaran Republik Indonesia dan barang yang dibeli tersebut harus dilaporkan kepada Direktorat Jenderal Bea danCukai Departemen Keuangan.
Pada bagian lain, menurut Amir MS pengertian impor adalah memasukkanbarang-barang dari luar negeri sesuai dengan ketentuan pemerintah ke dalamperedaran dalam masyarakat yang dibayar dengan valas.26 Dalam ketentuan Pasal 1angka 18 Undang-Undang Perdagangan ditentukan bahwa impor adalah kegiatanmemasukkan barang kedalam wilayah pabean.
Pengertian impor di atas tidak dapat dilepaskan dengan barang. Untuk lebihmemahami pengertian “barang”, terlebih dahulu akan diuraikan pengertian “barang”sebagaimana dirujuk dalam kamus. Menurut Kamus Besar Bahasa Indonesia, barangadalah benda umum (segala sesuatu yang berwujud atau berjasad).27 Sedangkanpengertian barang menurut Fandy Tjiptono adalah produk yang berwujud fisiksehingga dapat bisa dilihat, disentuh, dirasa, dipegang, disimpan, dan perlakuan fisiklainnya.28 Dalam ketentuan Pasal 1 Angka 5 Undang-Undang Perdaganganmenyatakan bahwa barang adalah setiap benda, baik berwujud maupun tidakberwujud, baik bergerak maupun tidak bergerak, baik dapat dihabiskan maupun tidakdapat dihabiskan, dan dapat diperdagangkan, dipakai, digunakan, atau dimanfaatkanoleh konsumen atau Pelaku Usaha.
Sebagaimana uraian pengertian impor dan barang yang telah dipaparkan diatas,baik pengertian yang diberikan oleh para sarjana ataupun pengertian yang dinyatakandalam Undang-Undang, maka pengertian impor barang dapat dimaknai sebagai suatukegiatan memasukkan barang dari luar negeri kedalam wilayah pabean Indonesiadengan memenuhi ketentuan yang berlaku.
