GR20 advance booking refuges and bivouac spaces

Just noticed the park authorities are going to insist on advance booking of refuges and even bivouac spaces from May 2009

I don't like this idea at all. I am planning to walk south to north in june this year. I have no idea how many stages I will need and cannot be sure I will be at a certain place on a certain day... I do not want to pay in advance and then be forced to keep to a rigid schedule just so the Park can get its cash conveniently. What happens if bad weather holds me up ? What happens if I decide to climb one of the peaks along the route or just take a day's rest ?
